California Bill to Offset Claims Against Amounts Owed to Cities or States

S.B. 954 has now passed the Senate and is awaiting action by the House. S.B. 954, if passed, would allow the State Controller to reduce the amounts paid out to claimants by any outstanding amounts owed due to local taxes.

California State Controller John Chiang is spearheading a bill, introduced by State Senator Carol Liu, that would amend California statutes to permit the State Controller to use unclaimed property claims to fulfill claimant's liabilities to local counties and cities. Already, California law requires the Controller to offset claims by citizens if they owe money to another state agency and under certain other programs if they owe money to a city or county.
